Your Garage Door Is Probably the Weakest Opening on Your Insurance Form

There is a form that decides part of what you pay to insure a house in Florida. It is called the Uniform Mitigation Verification Inspection Form, OIR-B1-1802, and most people never read it. On the current revision, question 9 asks the inspector one blunt thing:

“Opening Protection: What is the WEAKEST form of wind-borne debris protection installed on the structure?”

And then, in case anyone was hoping to leave one thing out, the form defines the scope:

“This category includes all openings in the wall and roof including windows, doors, sliding glass doors, skylights, and garage doors.”

Weakest. Not average, not most, not the ones facing the water. The single weakest opening on the building sets the rating for the whole house. On a typical Palm Coast home the largest opening in the entire structure is a sixteen-foot garage door, and it is very often the only one nobody thought about.

One small correction while we are here, because nearly every article online still gets it wrong: opening protection is question 9 on the current form. It was question 7 on older revisions. If a page tells you to “look at question 7,” it was written from an out-of-date form.

What the form will actually accept

The form sorts openings into lettered categories. The two that matter for a garage door:

Row Z is worth sitting with. The form also states that “all openings (windows, doors, and skylights) must be in good condition.” A door with a buckled bottom panel from a fender bender, or one that has been running out of level for two years, is not a cosmetic issue on this form. It is a category that can cost you credits on the whole house until it is fixed.

That the credits exist at all is not the insurer being generous. Florida Administrative Code rule 69O-170.017 implements Fla. Stat. 627.0629, which requires that “discounts on an actuarially reasonable basis or appropriate reductions in deductibles must be provided in the rates for residential property insurance for fixtures or construction techniques, including minimum provisions of the Florida Building Code which have been demonstrated to reduce windstorm loss.”

We are not going to quote you a percentage. The actual discount factors live in separate OIR forms, they vary by carrier and by house, and anyone who tells you “you’ll save 30%” is making it up. Ask your agent what your carrier applies. What we can tell you is what the inspector will be looking at, and whether your door will pass it.

If you already paid for impact windows, read this twice

Plenty of homes in Palm Coast have had impact glass put in, or accordion shutters fitted on every window, and the garage door left exactly as the builder hung it. Under a “weakest opening” rule, that money is not doing what the owner thinks it is doing.

It is the single most common version of this we see: a well-protected house rated on its one unprotected opening. If you are partway through protecting a home and wondering what to do next, the garage door is usually the cheapest remaining move with the largest effect on that form.

How to check your own door in about two minutes

Florida requires a permanent label on the door itself. Here is the requirement, in full, from the Florida Building Code – Residential:

“Garage doors shall be labeled with a permanent label provided by the garage door manufacturer. The label shall identify the garage door manufacturer, the garage door model/series number, the positive and negative design pressure rating, indicate impact rated if applicable, the installation instruction drawing reference number, the Florida product approval or Miami-Dade product approval number if applicable, and the applicable test standards.”

So: open the garage, and look on the inside face of the door, usually on the bottom or second panel, near an edge. What you want to find is a design pressure rating in psf — a positive and a negative number — and ideally a Florida product approval number beginning FL, or a Miami-Dade NOA number.

Two honest caveats. First, the same code section allows a checklist-format label, where the installer marks which components make up the approved assembly — so the label may look like a form rather than a plate. Second, and more usefully, the U.S. Department of Energy’s Building America Solution Center notes plainly that “labels on many garage doors do not include wind speed or wind pressure ratings.” If yours is blank, faded, painted over or missing, that is common and it is not proof the door is unrated — but it does mean an inspector has nothing to verify, and on that form unverifiable is treated the same as absent.

Where a label is inadequate, the ANSI/DASMA 108 test report form is the fallback documentation. If you know the make and model, that paperwork can sometimes be recovered. If you do not, a service visit will usually identify the door from the hardware and the section profile.

The design wind speed here — and the number two official sources disagree on

We are going to be straight with you about this rather than pick whichever figure sounds best.

The Florida Building Code sets the ultimate design wind speed, Vult, from mapped figures. Section 1609.3 says the speed “shall be determined by Figures 1609.3(1), 1609.3(2), 1609.3(3) and 1609.3(4),” where Figure 1609.3(1) is Risk Category II — ordinary houses. On the official adopted map book, the Risk Category II value mapped over Flagler County is 130 mph, with 140 mph for Risk Categories III and IV, and the 7th Edition map gives 150 mph for Risk Category IV. Flagler County accepted the state maps without a local amendment.

But the City of Palm Coast’s own building pages refer more than once to “the City’s design wind speed of 120 m.p.h.” Those two numbers do not reconcile arithmetically, and we are not going to pretend they do. The 120 figure appears in the city’s accessory-structure and aluminium-enclosure sections and may be specific to those. For a specific address and a specific product, the number that governs is the one the plan reviewer applies — call the Building Division on (386) 986-3780 before you sign for a door on the strength of any figure, ours included.

One thing that does line up neatly: the Insurance Institute for Business & Home Safety recommends “garage doors that are labeled with a wind rating of 130 mph or higher,” with “reinforced components, such as tracks, jamb brackets, hinges, rollers and struts” that have been tested to withstand high winds. That is the same number as the mapped Risk Category II value for this county. It is a sensible floor to shop against.

Are we in the wind-borne debris region?

This one decides whether impact rating is a code requirement or an upgrade, so it matters. The definition printed on the official code maps is:

“Within 1 mile (1.61km) of the coastal mean high water line where the ultimate design wind speed Vult is 130mph (48m/s) or greater” or “in areas where the ultimate design wind speed Vult is 140mph (53m/s) or greater.”

Reading that against the mapped 130 mph: the “140 mph anywhere” trigger is not met in Flagler County at Risk Category II. The “within one mile of the coastal mean high water line at 130 mph or greater” trigger does appear to be met along the coast — which would put the barrier island strip, Flagler Beach and the A1A corridor inside the region, and much of mainland Palm Coast outside it.

That last paragraph is our reading of the definition against the map. It is not a quotation from an authority saying “Flagler is in” or “Flagler is out.” The determination for your address is the building department’s, and there is currently an active Florida Building Commission review of these boundaries. Do not spend money on either assumption without checking. It is one phone call.

What the requirement looks like where it does apply, from FBC Section 1609.1.2 — and note that the code names the garage door standard in brackets, which is unusually explicit:

“In wind-borne debris regions, glazed openings in buildings shall be impact resistant or protected with an impact-resistant covering meeting the requirements of ANSI/DASMA 115 (for garage doors and rolling doors) or TAS 201, 202 and 203, AAMA 506, ASTM E1996 and ASTM E1886 referenced herein…”

Openings within 30 feet of grade must meet large missile standards; above 30 feet, small missile. A garage door is always in the large missile band.

Palm Coast is not Miami — and that cuts both ways

Flagler County is not in the High-Velocity Hurricane Zone. The HVHZ is Miami-Dade and Broward counties only, and FBC Section 1620.2 assigns them their own wind velocities — 175 mph for Risk Category II in Miami-Dade, 170 mph in Broward. Nobody here needs to build to those numbers, and a contractor implying that a Miami-Dade Notice of Acceptance is legally required in Palm Coast is overselling.

The other half of that: a Miami-Dade NOA is accepted here as evidence of compliance, and plenty of good doors carry one. What Florida actually requires is product approval. Fla. Stat. 553.842 puts “panel walls, exterior doors, roofing, skylights, windows, shutters, impact protective systems, and structural components” into the statewide approval system, and garage doors sit in the exterior doors category. Approvals are applied for and published through floridabuilding.org, and statewide approval “shall preclude local jurisdictions from requiring further testing.”

So the question to ask any company quoting you a new door is short: what is the Florida product approval number, and what design pressure is it approved for at my opening width? A firm that cannot answer that in one sentence is not the firm to buy a door from.

Yes, replacing a garage door needs a permit here

“Garage Door” is its own named permit type on the City of Palm Coast’s permit list. The statewide basis is FBC Section 105.1, which requires a permit from any owner or agent intending to “construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building.” We checked Section 105.2, the list of work exempt from permit — it covers minor gas, mechanical and plumbing work. Doors are not on the exempt list.

What the city expects with the application, from its own permit checklist:

  • An application “signed by the licensed contractor if contractor is to obtain permit” — and “to apply for a building permit, you must be a licensed contractor or the legal property owner.” Powers of Attorney are not accepted.
  • A “Product Approval Spec Sheet (detail/installation sheets to be in field at time of inspections)” — this is the same product approval discussed above, and it has to be physically on site when the inspector arrives.
  • A recorded warranty deed and a floor layout showing the replacement locations.
  • A construction lien law affidavit if the job is valued over $2,500.
  • A Notice of Commencement — and note the timing: “a certified copy of the recorded notice of commencement is required for any job $2500.00 or greater prior to the first inspection. (it is not required to submit for the permit).”

The city also asks for a “component and cladding product approval worksheet” covering, among other things, garage doors. If somebody offers to swap your door for cash with no permit, understand what you are giving up: no inspection, no product approval sheet on file, and nothing for a mitigation inspector or a claims adjuster to verify later. The saving is smaller than it looks.

Outside the city limits, Flagler County Central Permitting is at 1769 E. Moody Blvd, Building 2 in Bunnell, on 386-313-4003, and requires an owner/builder to “personally appear at Central Permitting and sign this application.” Bunnell’s own Community Development office is on (386) 437-7516.

What actually happens when a garage door lets go

The reason all of this exists is a chain reaction. IBHS describes it plainly:

“high winds can force a garage door inward, allowing air to rush in and pressure to build pushing up on the roof and out against the surrounding walls. This can create a chain reaction of structural failure compromising the entire building.”

There is measured data behind that. A peer-reviewed study of Hurricane Ike damage using remote-sensing imagery, hosted in the NOAA Institutional Repository, found:

We want to be precise about that 94%, because it gets misquoted. It means 94% of the homes that suffered roof structure damage also had a failed garage door. That is a very strong association in the Ike dataset. It is not a proof that the door caused every one of them.

The same study noted that garage door damage in Ike ran roughly double the rate seen in the Moore, Oklahoma tornado and nearly triple the Joplin, Missouri rate — sustained hurricane pressure is harder on a large door than a brief tornadic gust.

What the last several storms actually did here

Palm Coast has not taken a direct major-hurricane hit in recent memory, and it is worth saying that plainly rather than frightening anyone. What it has taken is a run of sustained tropical wind, and that is the load a garage door feels.

Hurricane Milton, October 2024. National Hurricane Center station data recorded a gust of 61 knots — about 70 mph — at Palm Coast 1.6E, and 48 knots (about 55 mph) at Flagler County Airport. Daytona Beach recorded a 76-knot gust, about 87 mph, with 10.25 inches of rain. Then the number that tells you what that meant on the ground: per the Florida Public Service Commission’s official outage report on the morning of 10 October 2024, 50,050 of Flagler County’s 73,430 electric customers were without power — 68.15%. Nearly seven in ten.

Hurricane Matthew, October 2016, remains the reference event for this coast. The NHC report on Matthew describes “major to extreme beach erosion… from Flagler Beach to Micklers Landing,” dune lines “cut back 30-40 ft, leaving vertical cliffs that were 12-16 ft high,” rocks driven 150 feet back to A1A with “the highway washed out in numerous locations up and down the Flagler County coastline,” and surge inundation of 6–7 feet that “cut a new inlet in the barrier island between Marineland and Matanzas Inlet.” Florida DEP’s damage assessment counted 21 major structures damaged in Flagler County, along with 8,286 feet of armouring damage and 3,350 feet of road damage.

Flagler County was also included in the federal declaration for Hurricane Idalia, FEMA-4734-DR-FL, by amendment in September 2023.

None of those were 130 mph events at your house. That is rather the point — the door has to be there for the one that is. And after any of them, the doors that need attention are the ones that took a bend and kept working. If yours has been through a storm and now runs rough, that is a track and alignment question before it is anything else, and a panel question after that.

The safety side your opener is legally required to have

Separate subject, same door, and worth knowing while you are standing in the garage anyway. Residential garage door openers are regulated federally under 16 CFR Part 1211, which incorporates UL 325. The current rule took effect on 11 September 2018 and incorporates the seventh edition of that standard. The requirement itself dates to the Consumer Product Safety Improvement Act of 1990.

The CPSC set four performance requirements, in its own words:

  1. “All garage door operators must provide a reversing system to reverse a downward moving door within two seconds after the door contacts a two-inch high test block placed on the floor.”
  2. “All garage door operators must re-open the door within 30 seconds of the start of movement in the downward direction if the mechanism senses that the door did not fully close to the garage floor.”
  3. Control button functionality to stop and reverse door movement.
  4. “All garage door operators must have a manually operated means to detach the operator from the door.”

The reason these rules exist is grim and worth stating once. In its final-rule release of December 1992, the CPSC wrote: “Since 1982, the Commission received reports of 54 children between the ages of two and 14 who died after becoming entrapped under doors with automatic garage door openers.” The Commission’s chair at the time put it as directly as an agency ever does — openers without automatic reversal “should be replaced immediately.”

The two-inch test block is something you can do yourself this afternoon. Lay a two-by-four flat on the floor in the door’s path, close the door, and watch it reverse on contact. Then wave something through the photo eye beam while it closes. If either test fails, stop using the opener until it is looked at — that is an opener repair, not a tolerable quirk.

One thing we will not tell you, because we could not verify it: we found no federal requirement for extension spring containment cables. They are a sound idea and we fit them, but we are not going to dress an industry practice up as law. Springs themselves stay off your list entirely — that is the one job on a garage door that genuinely hurts people.

Why this is coming up more here than it used to

Palm Coast is growing quickly. Census estimates put the city at 109,886 as of July 2025, up 23.2% from the 2020 count, with Flagler County at 140,360 and up 21.7%. The city’s own audited financial report for FY2024 records 1,759 single-family permits issued in the year. Median owner-occupied home value in the city sits at $350,800, with owner-occupancy at 81.9%.

New houses are being built to a current code with product-approved doors. Older ones were not, and their owners are the people getting a surprise on a mitigation inspection. We would like to tell you exactly what share of local homes predate the 2001 Florida Building Code, but we could not source that figure and we are not going to estimate it. The Flagler County Property Appraiser holds the year-built data if you want to check your own.
